How does the Vietnam consular legalization service work?

The exact procedure depends on where the document was issued and where it will be used. For applications handled in Vietnam, the standard application generally includes:

• A completed consular legalization application form
• The applicant's original identification document when submitting in person
• A personal photo where required for postal applications
• The original foreign document that has been certified by the competent foreign diplomatic or consular authority
• A copy of the document for filing
• Additional original supporting documents and copies if the receiving authority needs to verify the authenticity of the seal, signature, or title

The Vietnamese competent authority authenticates the document by comparing the foreign authority's seal, signature, and title with the corresponding specimens available to it.

Consular legalization at the Ministry of Foreign Affairs in Vietnam

Step 1: Prepare the application

Complete the prescribed consular legalization declaration and prepare the document requiring legalization, together with the required identification documents and copies.

Step 2: Obtain certification in the issuing country

Before a foreign document can normally be legalized by Vietnam, it must first be certified by the competent authority of the country where the document was issued. Depending on the country and document type, this may involve notarization or authentication by the relevant local or foreign affairs authority.

Step 3: Submit the document for Vietnamese consular legalization

The authenticated document can then be submitted to the competent Vietnamese authority in Vietnam, such as the Consular Department of the Ministry of Foreign Affairs or an authorized local foreign affairs authority.

The Vietnamese authority checks the seal, signature, and title against its records before placing the consular legalization stamp or certification on the document.

Step 4: Translate the legalized document when required

If the document is in a foreign language, a Vietnamese translation may be required before it can be submitted to the relevant Vietnamese authority. Translation and certification requirements depend on the organization receiving the document.

Under the standard administrative procedure, a complete and valid application is generally processed within 01 working day. Applications involving 10 or more documents may require additional processing time, but the prescribed period should not exceed five working days.

Foreign documents can also be processed through a Vietnamese embassy or consulate in the country where the document was issued, subject to the mission's jurisdiction and applicable requirements.

Applicants generally need to provide:

• The foreign document that has already been certified by the competent authority of the issuing country
• A copy of the document for filing
• Additional supporting documents if authenticity needs to be checked

Documents that cannot be legalized

Not every document is eligible for consular legalization. Documents may not be legalized when they:

• Have been altered, erased, or corrected without being properly certified
• Contain contradictory information within the document or compared with other documents in the same application
• Are forged or were issued or certified by an unauthorized authority
• Contain copied or reproduced signatures or seals instead of original signatures and seals
• Contain content that violates the rights or interests of the Vietnamese State or is inconsistent with Vietnam's public policies or other applicable legal requirements

Vietnamese authorities may also request additional original documents when they need to verify the authenticity of the seal, signature, or title appearing on the document.

The standard government fee for consular legalization in Vietnam is currently 30,000 VND/document/certification (~$1,2). The second copy cost 5,000 VND/copy/time (~$0.2). This fee does not include other fees such as notarization, interpreting, delivery,etc.

Inbound documents are generally legalized for recognition in Vietnam, while outbound documents are authenticated in Vietnam before being legalized or otherwise recognized by the authorities of the destination country.

This is the typical process for foreigners who need to use documents issued in their home country in Vietnam.

Step 4: Translation and use in Vietnam

Once legalized, the document may need to be translated into Vietnamese and have the translation certified before submission to the relevant Vietnamese authority.

This process is commonly required for documents used for employment, work permits, education, marriage registration, residence procedures, business activities, and other administrative purposes.

Vietnamese documents used abroad (Outbound documents)

For Vietnamese documents intended for use in another country, the process generally works in the opposite direction.

Step 1: Prepare and translate the document

Depending on the destination country's requirements, the Vietnamese document may need to be translated into the required language and have the translation properly certified.

Step 2: Obtain Vietnamese consular authentication

The Vietnamese document is submitted to the competent authority of the Ministry of Foreign Affairs or an authorized foreign affairs authority for consular authentication.

The authority verifies the Vietnamese seal, signature, and title appearing on the document.

Step 3: Legalization or recognition by the destination country

The authenticated document may then need to be submitted to the embassy or consulate of the destination country in Vietnam, unless an applicable treaty, bilateral arrangement, reciprocity arrangement, or Apostille procedure removes that requirement.
